In 1920, Tien Liang Jiu came from Hong Kong to the United States, where he spent his first year at the Virginia Military Institute. The following year, he transferred to Virginia Tech (Virginia Polytechnic Institute then) and proceeded to graduate in 1924 with a degree in Electrical Engineering. His purpose was to utilize the knowledge he gained to capitalize on the potential of the Yellow and Yangtse rivers and provide power to the people of China.

The United States during this time period was rife with anti-Asian and anti-immigration sentiment evidenced by the Chinese Exclusion Act and its subsequent iterations such as the Immigration Act of 1924. The latter prevented any and all immigration from Asia, set quotas on the number of immigrants from the Eastern Hemisphere, and provided funding and an enforcement mechanism to carry out the longstanding ban on other immigrants.

Tien Liang Jiu, having his own goals to pursue as well as having the Immigration Act of 1924 enacted in the year of his graduation, had no reason or place to remain in the United States and returned home to China.
